Building a Culture of Belonging in the 2026 SEND Reforms

A Generational Opportunity

The “Every Child Achieving and Thriving” White Paper represents a watershed moment for education in England. With £4 billion earmarked for inclusive mainstream funding, capital investment for 60,000 specialist places, and a universal SEND training offer, the ambition is clear: end the “one-size-fits-all” approach.

However, as an organisation that has spent two decades transforming workplace cultures, the National Centre for Diversity knows that capital investment alone does not guarantee inclusion.

1. Funding vs. Framework: The Role of FREDIE

The White Paper introduces National Inclusion Standards and a new duty for schools to create digital Individual Support Plans (ISPs). To make these more than just administrative burdens, schools need a behavioural framework.

  • Fairness and Equality: The new Inclusive Mainstream Fund must be used to ensure that background is no barrier to support.
  • Respect and Engagement: For ISPs to be successful, schools must build meaningful partnerships with parents, ensuring their voices are heard and respected. Without embedding these values, the framework can cause more problems than it solves.

2. Cultivating “Inclusion Maturity”

The new Ofsted inclusion judgement means schools will now be explicitly measured on how they welcome children with different needs.

  • The NCFD Solution: Our Investors in Diversity accreditation for Schools provides a roadmap for schools to measure and demonstrate their “Inclusion Maturity”. It helps leaders move from simply “Getting Ready” (legal compliance) to “Pioneering” (becoming a beacon of great practice).

3. Protecting the Workforce: Psychological Safety

The government is investing £200 million in SEND training for every teacher. But training only “sticks” in a healthy culture.

  • Mental Wellbeing: Our research shows that EDI initiatives can drive greater conflict and tension if they are treated as box-ticking exercises

    4. Evidence-Based Outcomes: The “Lived Experience”

    By 2029, the government expects every school to monitor pupils’ sense of belonging.
